BIN primer is the solution for you. I've used it in the past and it's the only thing that I've found that works to cover up old stains with paint and never see them again.
I was trying to paint some old wallpaper in an attic that was around an old chimney. The chimney had a fire in it years ago, but there wasn't anything structurally wrong. I tried Kilz. I tried Schlac. Nothing worked until I tried bin. The paint covered the old fire stain nicely.
The only word of caution that I have is if you are using BIN please be careful not to get it on anything. Once it's there it's there for good.
